Description
Measuring poverty based on a family’s annual resources obscures the reality that household poverty fluctuates throughout the year. This is especially true during the COVID-19 pandemic.
Dr. Zach Parolin (Post-doctoral Research Scientist, Columbia University’s Center for Poverty and Social Policy; contributor to the New York Times, CNN) improves upon annual measurement by estimating monthly poverty rates for families, before and throughout the pandemic. This approach allows the effect of policy interventions (e.g. CARES Act) intended to keep families from slipping into poverty to be evaluated and provides an up-to-date picture of the number of families living in poverty. Previously, Dr. Parolin profiled only the United States’ national poverty rate using his estimation technique.
