The Bipartisan Infrastructure Bill: What Drinking Water Utilities Need to Know
Congress passed and President Biden signed into law in November the Bipartisan Infrastructure Bill, also known as the Infrastructure Investment and Jobs Act, or H.R. 3684. This legislation is poised to provide significant levels of new funding to improve or replace portions of our nation’s water infrastructure. A key feature in this is appropriations of $15 billion over five years to replace lead service lines. However, now that the bill has passed, the real challenge is in implementing this legislation.

Tommy Holmes

Tommy Holmes is Legislative Director in the Washington office of the American Water Works Association. Tommy has been with AWWA since 1990, starting out as a writer and editor for the Government Affairs Office, then transitioning into legislative affairs. He represents AWWA’s interests on Capitol Hill, manages the association’s grassroots congressional communications, and monitors legislation of interest to the drinking water community. Tommy is a former Capitol Hill aide himself, and spent five years as a reporter, photographer and section editor for daily newspapers in Texas. He holds a BA and a Master of International Journalism degree from Baylor University, which included thesis work in South Africa. Established in 1881, AWWA is the oldest and largest nonprofit scientific and educational organization dedicated to safe drinking water in North America. The association has 55,000 members worldwide and its 4,900 utility members serve 80 percent of America’s population.
